今朝通勤途中にRumble with Michael Moore のポッドキャストを聴いた。今年に入ってから始まったムーアの番組だが、11月の大統領選を前に「トランプの再選を絶対許さない」という立ち位置で情報発信しているプログラムだ。リベラルのムーアは長年バーニー・サンダースの支持者だ。2016年の予備選挙でヒラリー・クリントンが民主党候補に選ばれた際に、本選前のラストベルト（トランプ支持者が多い）を取材し、圧倒的な数の狂信的な支持者を目の当たりにし、クリントンが負けることを予見し、その通りの結果になったことで注目を集めた。ムーア自身は「トランプの再選はアメリカ、否、世界の破滅」と信じているが、President’s ‘voracious’ supporters would defeat a centrist Democrat in 2020=貪欲なトランプ支持者は右派（保守）や左派（革新）のいずれにも偏らない民主党支持者を負かすだろう、と政局を悲観的に見ている。
トランプを人種差別主義者で悪い資本主義者と断罪するムーアは、ドキュメンタリー映画作家として反トランプ的なプロパガンダを様々なメディアで展開しており、彼の動向を追うと2020年の大統領選がよく見えてくる（と勝手に思っている）、ということでSNSやポッドキャストをフォローしているのだ。
1月20日がキング牧師記念日ということで、昨日配信されたプログラムはキング牧師の特集が組まれた。番組内ではキング牧師のスピーチが複数引用され、それを聴くだけでも非常に価値がある。スピーチの内容は言わずもがな、声のトーン、聴衆のレスポンスなど字面で演説を読むのとはまた違った趣がある。1960年代のスピーチが多く、ベトナム戦争のさ中、打倒共産主義が国是であったころ、米国の行き過ぎた資本主義に対し警鐘を乱打しているところなど、思想家としてのキング牧師がいかに未来を見据えていたか、彼の言葉が今でこそ意味を持つようにも感じられ、胸を打たれる。多くは有名な1967年アトランタでの”Where do we go from here”という有名なスピーチからの引用になる。以下に自分に響いたスピーチの部分を掻い摘んで拙訳を加えた。
“Capitalism does not permit an even flow of economic resources. With this system, a small privileged few are rich beyond conscience, and almost all others are doomed to be poor at some level. That’s the way the system works. And since we know that the system will not change the rules, we are going to have to change the system.”
「資本主義による経済資源の均衡配分は起こりえない。このシステムでは、特権的な少数の者が良心の呵責を感じずに裕福であることが許され、それ以外のほとんどすべては貧しくなるように運命づけられている。それが資本主義のシステムの仕組みだ。このシステムがルールを変更することがないことは自明の理であるため、システム自体を変更する必要がある」
Now, our country can do this. John Kenneth Galbraith said that a guaranteed annual income could be done for about twenty billion dollars a year. And I say to you today, that if our nation can spend thirty-five billion dollars a year to fight an unjust, evil war in Vietnam, and twenty billion dollars to put a man on the moon, it can spend billions of dollars to put God’s children on their own two feet right here on earth. [applause]
アメリカは以下のことを行うことが可能だ。ジョン・ケネス・ガルブレイスは約200億ドルあれば、国民一人当たりの年間収入を保証（ベーシック・インカム）できると云っている。不当なベトナム戦争を戦うために年間350億ドル、さらに月に人間を立たせるために200億ドルを費やすことが可能ならば、何故、貧困にあえぐ神の子供たちに数十億ドルを使うことができないのか。 [拍手]
want to say to you as I move to my conclusion, as we talk about “Where do we go from here?” that we must honestly face the fact that the movement must address itself to the question of restructuring the whole of American society. (Yes) There are forty million poor people here, and one day we must ask the question, “Why are there forty million poor people in America?” And when you begin to ask that question, you are raising a question about the economic system, about a broader distribution of wealth. When you ask that question, you begin to question the capitalistic economy. (Yes) And I’m simply saying that more and more, we’ve got to begin to ask questions about the whole society. We are called upon to help the discouraged beggars in life’s marketplace. (Yes) But one day we must come to see that an edifice which produces beggars needs restructuring. (All right) It means that questions must be raised. And you see, my friends, when you deal with this you begin to ask the question, “Who owns the oil?” (Yes) You begin to ask the question, “Who owns the iron ore?” (Yes) You begin to ask the question, “Why is it that people have to pay water bills in a world that’s two-thirds water?” (All right) These are words that must be said. (All right)
「ここからどこへ行くのか」という話をしながら、結論に移る。我々は、アメリカ社会全体を再構築するムーブメントを引き起こす必要があるという事実に向き合うべきだ。四千万人の貧しい人々が目の前にいる、そして「何故アメリカには四千万もの貧しい人々がいるの？」と自問すべきだ。その疑問はすなわち、富の不平等な配分への疑問提起と符合する。それは資本主義経済そのものに対する根本的な疑義だ。我々の使命は、市場原理に取り残され、落胆した貧者に救いの手を伸ばすことだ。貧しいものを生み出し、富めるものをさらに富ます宮殿を再構築せねばならない。それらは今のシステムに対し疑問をぶつけることから始まる。友人たちよ、「誰が石油を所有しているのか？」「鉄鉱石を所有しているのは誰か？」と自問しなければならない。「世界の３分の２が水に覆われている地球で、なぜ人々は水道料金を支払わなければならないのか」と自問を始めることが重要なのだ。
What I’m saying to you this morning is communism forgets that life is individual. (Yes) Capitalism forgets that life is social. (Yes, Go ahead) And the kingdom of brotherhood is found neither in the thesis of communism nor the antithesis of capitalism, but in a higher synthesis. (Speak) [applause] It is found in a higher synthesis (Come on) that combines the truths of both. (Yes) Now, when I say questioning the whole society, it means ultimately coming to see that the problem of racism, the problem of economic exploitation, and the problem of war are all tied together. (All right) These are the triple evils that are interrelated.
伝えたいのは、共産主義は「人の人生は個人のものでもある」ことを忘れているということ。資本主義は、「人の人生は社会の中で初めて意味を成す」ということ。兄弟愛にあふれた王国は、共産主義の論文や資本主義のアンチテーゼでは導き出せないが、それらを高い次元で統合することではじめて生み出されるものだ。[拍手]両方の真実を高次元で組み合わせることで、真理が導かれる。人種差別、経済的搾取、戦争の問題はすべて同列上にある悪で、深く結びついていることを最終的に理解しなくてはならない。これらは相互に作用する三重の悪なのだ。
“The evils of capitalism are as real as the evils of militarism and evils of racism.”
資本主義の悪は軍国主義、人種差別主義と同列にリアルな悪だ。
キング牧師は非暴力的手段による人種主義撤廃に命を捧げたシンボルとして強烈な印象を残したが、人種差別のその先にある黒人の貧困を撲滅するために、独自の経済理論を唱道してきたことは、少なくとも日本ではあまり知られていない。
